Designing A New Learning Environment ---Does it have RASE?

People who interested in this project and correspond with two requirements can just sign up and build their own course with a virtual team. The project is to promote systematic design thinking, to design a new learning environment that cause a paradigm shift in the learning environment of today and tomorrow.
Based on the introduction of the website and the video, let's see if it has the RASE?
For R, resources.
Participants are required to upload their assignments which will be digital artifacts such as powerpoint or video presentations. This resources will turn to be the teaching materials of the learning environment. In that way , resources are collected from many participants , it would be a rich database. So I assume that it should have enough resources.
For A, activity
It's said that it's a project-based course. Students of the course would have various dimensions of ability ,including identify and evalute the value of ideas, principles and techniques used in educational media or systems. In the final project, students will design a new learning model catering to 21st century environments and leaners. So, it can be considered that activities is a major part of this project-based course, because only in that way can inspire students ideas and design abilities.
For S, support
It's a collaborative project which require the instructors form a virtual team. This team is formed by various roles such as educators , school leaders, researchers, parents, computer programmers, illustrators etc. The multiple participants of the team can provide professional knowledge support and technological support for the project.
For E, evaluation
It's one of the limitation of this project just like one of my group member William said. It's difficult to assess the students . Even though it gave some intended outcome of the students. However, it didn't provide a assessment standard or rubric for evaluate the project.
